ROLE OF THE PREPATORY COMMITTEE
The role of the Darfur-Darfur Dialogue and Consultation (DDDC) Preparatory Committee (PrepCom) is to conduct inclusive and extensive consultations among stakeholders in the Darfur conflict, facilitate drafting a broad agenda, and organize a Conference, where representatives will meet to discuss the challenges of restoring peace, overcoming divisions between communities, and resolving existing problems to build a common future in Darfur.
PREPCOM ACTIVITIES
During the past year, the DDDC engaged in dialogue with a broad range of stakeholders in the Darfur conflict in Sudan and abroad. The goal of these consultations was to introduce the DDDC process to Darfurians and to build trust and gain credibility among various conflicting parties.
Another key objective was to ensure stakeholders that this is a preparatory exercise to identify common ground and other issues for Darfurians that the PrepCom will consider once fully constituted.
The DDDC also stressed that in giving voices to Darfurians, it will remain neutral and strive to ensure that this process is comprehensive, inclusive, transparent, and Darfurian owned.
EXTENSIVE CONSULTATIONS
During initial consultations, the DDDC engaged stakeholders through formal and informal events, as well as awareness raising activities. However, due to various challenges, the DDDC was unable to consult and engage in meaningful dialogue with all groups.
Moving forward, and working through its Secretariat, the preparatory phase of the DDDC will see the continued engagement of groups previously consulted and initiate new consultations with under-represented groups, including:
- IDPs in small and medium camps
- IDPs outside of camps
- Arab tribes
- Darfurians in areas controlled by armed groups
- Civil Society
- Native Administration
- Women
- Youth
- Darfurians living outside major population areas
- Darfurian Refugees in Chad
- Darfurian Diaspora
PREPCOM SELECTIONS
The DDDC Secretariat will help facilitate the selection of a PrepCom, comprised of Darfur Peace Agreement (DPA) signatories, tribal leaders, civil society, Internally Displaced Persons (IDPs), the international community, and other stakeholder representatives consulted by the preparatory DDDC.
Once an inclusive peace agreement is signed, the DDDC will seek PrepCom representation from DPA non-signatories.
When established, the PrepCom will review the outcome of preparatory DDDC consultations, select a Chairperson for the DDDC, set an agenda, provide advice on procedural and programmatic issues, and conduct a Representative Conference at which all stakeholders in the Darfur conflict will participate.
